Puerto Rico launches 2nd round of broadband infrastructure RFP

The Puerto Rico Broadband Program has initiated a second round of requests for proposals (RFP) and notice of availability for projects aimed at strengthening telecommunication facilities in the region. Enrique Völckers-Nin, the program director and deputy secretary for Innovation, Information, Data, and Technology, announced the launch of this initiative, seeking qualified providers to design and implement resilient power systems and reinforced infrastructure solutions for telecom facilities, including security infrastructure.

Governor Pedro Pierluisi established the program through Executive Order 2022-040, with the goal of providing reliable and resilient power and reinforced infrastructure to key facilities. The primary objective is to minimize the loss of internet and telecommunications connectivity for residents. The order encompasses the coordination, authorization, and disbursement of local and federal funds allocated to Puerto Rico for broadband programs.

The focus of this new RFP is on projects that can be swiftly implemented to address the pressing needs of the telecommunications infrastructure in Puerto Rico. Völckers-Nin highlighted the significant challenges faced by the region's telecom infrastructure due to frequent storms and the reliability issues of the commercial electrical grid. Maintaining broadband connectivity during storms is deemed crucial, especially in times of disasters when staying connected becomes essential for obtaining critical information and emergency services.

Völckers-Nin emphasized that a reliable broadband connection can make a substantial difference in ensuring the safety and well-being of people affected by adverse events. Therefore, it is imperative to prioritize the development of resilient power and reinforced infrastructure capable of withstanding challenges and keeping communities connected, informed, and safe.

Applicants responding to this RFP are expected to provide detailed plans on the utilization of funds and present any innovative solutions they propose for the program. The deadline for submitting proposals for this second round is December 22.
